Nicolas Torre Returns to Government Spotlight as New MMDA General Manager

NICOLAS TORRE – Former Philippine National Police chief Nicolas Torre III is back in the public spotlight after President Ferdinand “Bongbong” Marcos Jr. appointed him as the new general manager of the Metropolitan Manila Development Authority.

Former Philippine National Police (PNP) chief Nicolas Torre III has been appointed as the new general manager of the Metropolitan Manila Development Authority (MMDA) by President Ferdinand “Bongbong” Marcos Jr.

The appointment of the former top cop to one of the country’s most crucial urban management posts was confirmed by Palace Press Officer Claire Castro. Torre will take over the position previously held by retired Police Colonel Procopio Lipana, who was named MMDA general manager by President Marcos in November 2022.

As MMDA general manager, Torre is expected to play a key role in overseeing traffic management, flood control, urban development, and public safety initiatives across Metro Manila. The agency is at the forefront of addressing the capital region’s long-standing challenges, including congestion, disaster preparedness, and coordination among local government units.

Torre’s appointment comes months after his controversial exit from the PNP. He stepped down as chief of the national police force in August following issues related to the alleged non-compliance with an order from the National Police Commission (Napolcom). The directive reportedly involved the reassignment of several police officials to various posts within the PNP, which later became a point of contention.

Following his resignation, it is expected that Torre will formally turn over the rank of four-star general to Acting PNP Chief Jose Melencio Nartatez, marking the official end of his tenure in the police hierarchy. Despite the brief length of his term as PNP chief, Torre remained a prominent public figure, often drawing attention for his candid remarks and straightforward leadership style.

Previously, Nicolas Torre spoke about public calls urging him to consider a run for the vice presidency. Addressing the suggestion with humor, he expressed skepticism about the idea, citing his short-lived stint as PNP chief.

“Parang di ko kakayanin dahil pag-chief PNP nga lang, 85 days nga lang ako, tanggal agad. Baka naman pag nag-VP ako, ma-impeach kaagad ako,” the former PNP Chief said.

With his new role at the MMDA, Torre now faces a different set of challenges outside law enforcement. His appointment signals the administration’s continued trust in former police officials to lead key government agencies, as Metro Manila residents watch closely how he will steer the authority in the months ahead.
