Amid the 2026 Budget Process, House Speaker Bojie Dy Speaks on ‘Insertion’
House Speaker Bojie Dy claimed that no budget insertion for the Department of Public Works and Highways (DPWH) is taking place during the bicameral conference committee.
The Department of Public Works and Highways recently made a request to the bicam. DPWH chief Vince Dizon asked the bicam to restore the cut portion of the 2026 proposed budget of the agency. The public works department is asking for P45 billion.
According to DPWH Chief Vince Dizon, there are allegedly changes in the Construction Materials Price Data (CMPD). He claimed that around 10,000 projects of the agency may not be pushed through if the bicam will not approve its request.
Dizon assumed the leadership in the DPWH amid the flood control mess in the country. On his first weeks in office, he was ordered by President Bongbong Marcos to undergo a sweeping review of the proposed budget of the agency.
Malacañang stressed that Marcos Jr. wants to ensure that the budget goes to projects that will serve and benefit the Filipino people. The review of the proposed fund of the DPWH was led by Dizon and the Department of Budget and Management (DBM).
The request of DPWH Sec. Vince Dizon to restore P45 billion to its budget was met with different reactions from the senators. Presidential sister and Sen. Imee Marcos claimed that the problem is the alleged change of script of the DPWH Chief.
As for Senate President Pro Tempore Ping Lacson, the alleged mistake is the computation of the DPWH and the agency should clarify it. According to him, they appear as the villain in the issue.
Recently, House Speaker Bojie Dy spoke on the bicam amid the issue in the proposed budget of the DPWH. Based on a post of News5 on social media, the House Speaker stressed that the House version of the DPWH budget went through the right process and was approved by all members of the chamber.
“Lahat po ng nilalaman ng ating panukalang batas—kasama na ang mga pondo, probisyon, at programa—ay dumaan sa tamang proseso,” the House Speaker said.
Furthermore, based on the post, House Speaker Bojie Dy also asserted that no budget insertion for the DPWH is happening in the bicam. He also claimed that there are allegedly no added provisions.
“Wala pong nangyayaring ‘insertion’ o palihim na pagdaragdag ng pondo o probisyon sa bicameral conference committee,” Dy said.
Amid the budget process, the bicam approved the P889.2 million budget for the office of Vice Pres. Sara Duterte for 2026.
