Pres. Marcos Jr. Speaks on Independent Commission for Infrastructure amid Flood Control Issue in PH

MARCOS JR. – The President claimed that House Speaker Martin Romualdez and his allies will not be spared from the flood control probe.

The flood control issue in the Philippines has left countless Filipinos disappointed. Several ‘ghost’ flood control projects funded by the people’s money were discovered. There are also flood control structures that were flagged for having “substandard” materials or construction.

Previously, Pres. Bongbong Marcos stressed that the Philippines has already spent P545-billion for the flood control projects from July 2022 to May 2025. Undeniably, many areas in the country still frequently experience flooding despite the nation’s huge spending on flood control projects.

  2. Alpha & Omega Gen. Contractor & Development Corp.
  3. St. Timothy Construction Corporation
  4. QM Builders
  5. EGB Construction Corporation
  6. Topnotch Catalyst Builders Inc.
  7. Centerways Construction and Development Inc.

The Senate and the House of Representatives have invited the people behind the above-mentioned contractors cited by the President in their investigations. During a Senate hearing, controversial contractor Pacifico Discaya read the joint affidavit he has with his wife, Cezarah ‘Sarah’ Discaya. In the said affidavit, they accused several politicians including House Speaker Martin Romualdez of allegedly receiving kickback from the flood control projects awarded to their construction firms.

Amid the issue, Marcos Jr. formed an independent team that will probe the infrastructure projects of the government. The said investigation body has the power to move for the freezing or seizure of the assets linked to anomalous deals. It also has the subpoena power or the authority to compel individuals to attend the probe.

Recently, during a press conference over the Independent Commission for Infrastructure, Pres. Bongbong Marcos was asked about House Speaker Martin Romualdez and his allies who were named in the flood control issue in the country now. Based on a post of ABS-CBN News, Marcos Jr. claimed that they will not be exempted from the investigation of the ICI.

“There’s only one way to do it — they will not be spared. Anybody will say, ‘Ah hindi, wala, wala tayong kinikilingan’. Wala namang maniniwala sa’yo hangga’t gawin mo,” Marcos Jr. said.

Amid the accusation, the camp of House Speaker Martin Romualdez claimed that the Speaker is not filing any case against his accusers for now. Romualdez’s camp also cited the statement of Mr. Pacifico Discaya during a House hearing.
