New Chief of DPWH Speaks Anew over Flood Control Projects Issue
DPWH Chief Vince Dizon announced that he will move to abolish the agency’s internal investigation committee amid the flood control issue.
The Department of Public Works and Highways, more popularly called DPWH, earned a lot of criticisms amid the issue of anomalous flood control projects in the different areas in the Philippines. Amid the heat of the issue, Manuel Bonoan who served as the secretary of the agency, resigned from his position.

The resignation of Bonoan came amid the calls for him to resign. Previously, he refused to step down and Malacañang also stressed that the trust of Pres. Bongbong Marcos on the then-DPWH Chief remains amid the flood control issue. Following the resignation of Bonoan which was accepted by Marcos Jr., Vince Dizon who was the secretary of the Department of Transportation then was appointed to replace him.

New DPWH Chief Vince Dizon confirmed that he will order the “courtesy resignation” of all the officials of the agency in line with the pursuit of Marcos Jr. to clean the government from corrupt officials. According to the new Public Works Chief, his order will include the undersecretaries, assistant secretaries, division heads, and district engineers of the agency nationwide.

Furthermore, the new DPWH Chief also claimed that he will implement a “lifetime blacklisting” on the contractors that will be found behind the ‘ghost’ and substandard flood control structures funded by the government through the agency.
“Wala na itong prose-proseso, walang imbestigasyon, automatic, blacklisted for life ang contractor na yan. May kaakibat na kasong yan. Lahat ng ating makukuha ay ipapasa natin sa independent commission na itinayo ng ating Pangulo,” Dizon said.

Previously, 15 contractors were flagged by Pres. Bongbong Marcos for being awarded with 20% of the total P545-billion worth of flood control projects of the government from July 2022 to May 2025. The Senate invited the owners and officials of the following contractors for a flood probe:

- Alpha & Omega Gen. Contractor & Development Corp.
- St. Timothy Construction Corporation
- QM Builders
- EGB Construction Corporation
- Topnotch Catalyst Builders Inc.
- Centerways Construction and Development Inc.
- Sunwest, Inc.
- Hi-Tone Construction & Development Corp.
- Triple 8 Construction & Supply, Inc.
- Royal Crown Monarch Construction & Supplies Corp.
- Wawao Builders
- MG Samidan Construction
- L.R. Tiqui Builders, Inc.
- Road Edge Trading & Development Services
Recently, DPWH chief Vince Dizon also spoke on the internal investigation committee of the agency tasked to probe the anomalous flood control deals of the department with private contractors. Based on a report on GMA News, he announced that he will abolish it.
“’Yun pong tinayo ng DPWH na internal investigation committee o kung ano man ‘yun ay bubuwagin ko po ‘yun,” Dizon said.
According to the newly-appointed DPWH Chief, he does not believe that an agency can investigate itself. Based on the report, the agency will only have to gather information and then forward it to the independent commission that will probe the anomalous flood control projects of the government.
“Hindi po ako naniniwala na puwedeng imbestigahan ng isang ahensiya ang kaniyang sarili. Hindi po pupuwede ‘yun. Ang gagawin lang po natin pagpasok natin is we will gather the information at ipapasa po natin ito sa independent commission dahil sila lang po ang sa tingin ko may karapatan na mag-imbestiga,” he said.
Marcos Jr. previously confirmed that his office is already drafting the executive order for the creation of a team that will investigate the anomalous infrastructure projects funded by the government. While speaking over the said move, Pres. Bongbong Marcos has also mentioned the need to clean out the 2026 proposed national budget.
