Sen. Bato dela Rosa Earns Comments over Reaction to Sarah Discaya’s Answer during Senate Flood Probe

BATO DELA ROSA – The Duterte-known ally Senator was seemingly surprised by the answer of Sarah Discaya to his question during a Senate flood probe.

The Senate launched its own investigation on the alleged anomalous flood control projects in the different areas across the nation. The probe is led by the Senate Blue Ribbon Committee chaired by Senator Rodante Marcoleta.

The chamber invited the owners of the construction firms flagged by Pres. Bongbong Marcos. According to Marcos Jr., 20% of the total P545-billion worth flood control projects were awarded to the same 15 contractors. The said expenses of the country were spent for the flood control projects from July 2022 to May 2025.

Here are the 15 contractors flagged by the President to have received 20% of the government contracts for the construction of flood control projects:

  5. EGB Construction Corporation
  6. Topnotch Catalyst Builders Inc.
  7. Centerways Construction and Development Inc.
  8. Sunwest, Inc.
  9. Hi-Tone Construction & Development Corp.
  10. Triple 8 Construction & Supply, Inc.
  11. Royal Crown Monarch Construction & Supplies Corp.
  12. Wawao Builders
  13. MG Samidan Construction
  14. L.R. Tiqui Builders, Inc.
  15. Road Edge Trading & Development Services

However, several contractors ditched the first Senate flood probe, Senate President Chiz Escudero signed all the subpoenas mandating the contractors to attend the September 1 hearing. The subpoenas were issued to the following:

  • Ms. Cezarah C. Discaya, President of Alpha and Omega Gen. Contractor & Development Corporation
  • Mr. Lawrence R. Lubiano, President of Centerways Construction and Development Inc.
  • Mr. Edgar S. Acosta, President of Hi-Tone Construction & Development Corp.
  • Ms. Marjorie O. Samidan, authorized managing officer of MG Samidan Construction
  • Mr. Romeo C. Miranda, President of Royal Crown Monarch Construction & Supplies Corp.
  • Ms. Ma. Roma Angeline D. Rimando. President of St. Timothy Construction Corporation
  • Ms. Aderma Angelie D. Alcazar, President/CEO of Sunwest, Inc.
  • Mr. Eumir S. Villanueva, President of Topnotch Catalyst Builders Inc.
  • Mr. Mark Allan V. Arevalo, General Manager of Wawao Builders

During the recent Senate flood probe, Cezarah “Sarah” C. Discaya who is known as the owner and president of the Alpha and Omega Gen. Contractor & Development Corporation was one of those appeared to the hearing. Undeniably, she is the most controversial and known contractor after she showcased her luxurious lifestyle during previous interviews with Julius Babao and Korina Sanchez.

Sen. Bato dela Rosa was one of those who asked Sarah Discaya during the Senate flood probe. The Senator who is a member of the so-called Duterte bloc in the Senate asked the controversial contractor when her companies started securing contracts from the government.

Based on a post of Rappler, Sen. Bato dela Rosa was seemingly surprised when Sarah Discaya claimed in her response that her construction firms started getting government deals in 2016. The Duterte-known ally Senator told her to make sure of her answer and she said “2016 onwards”.

During the Senate flood probe, Sarah Discaya claimed that she was part-owners of the other construction firms flagged by Pres. Bongbong Marcos. She claimed that the St. Timothy Construction which was called out by the President over an ‘incomplete’ and substandard flood control structure in Bulacan was allegedly owned by her niece.

However, when pressed by Senate President Pro Tempore Jinggoy Estrada, Sarah Discaya admitted that there were instances when her 9 construction companies bid for the same DPWH projects.
