Senate President Pro Tempore Jinggoy Estrada Speaks on Contractors over Flood Control Projects Probe
JINGGOY ESTRADA – Following several absentees during the first Senate flood hearing, the Senate President Pro Tempore issued a warning to contractors.
In Bulacan, several flood control projects have earned the irk of the President. Pres. Bongbong Marcos called out the contractor of a flood control project in Bulacan to explain after he found the structure to be “incomplete” and made with “substandard” materials. According to the Chief Executive, they hired divers and it was found out that the cement was too thin so the structure was unable to serve its purpose.

Marcos Jr. called out the St. Timothy Construction Corporation. It was one of the 15 contractors flagged by the President during a press conference as the contractors who got 20% of the government flood control deals from July 2022 to May 2025. St. Timothy is 3rd on the list.

According to Pres. Bongbong Marcos, the country has spent P545-billion for the flood control projects since July 2022 to May 2025. Here are the 15 contractors which got 20% of the total government flood control deals.

- Wawao Builders
- MG Samidan Construction
- L.R. Tiqui Builders, Inc.
- Road Edge Trading & Development Services
Furthermore, during a press conference, Pres. Marcos also revealed that five (5) contractors have secured government flood control deals in almost all regions across the nation. They are the following:
- Legacy Construction Corporation
- St. Timothy Construction Corporation
- Road Edge Trading & Development Services
- Alpha & Omega Gen. Contractor & Development Corp.
- EGB Construction Corporation
Marcos Jr. said the administration will probe the said contractors. Amid the controversy, the Senate also launched its own investigation on the allegedly anomalous flood control deals of the government with the private contractors.
The Senate had its first flood probe last Tuesday but several contractors did not appear at the hearing. Based on a report on Inquirer, Senate Pres. Chiz Escudero has already signed the subpoenas for those contractors to attend the next Senate hearing set on September 1.

As for Senate President Pro Tempore Jinggoy Estrada, he confirmed that he would request the Senate Blue Ribbon Committee which leads the flood probe for the arrest of the contractors who will skip the September 1 hearing again. The said committee is led by Senator Rodante Marcoleta.
“I still don’t believe that they are going to have many excuses because once the excuse is unacceptable, I will really move for their arrest, for the committee to issue a warrant of arrest,” the Senate President Pro Tempore said.

Furthermore, Senate President Pro Tempore Jinggoy Estrada also expressed his expectation that the Commission on Audit (COA) and the other officials from the Department of Public Works and Highways (DPWH) will attend the Senate flood probe on Monday. Here are the contractors that were issued a subpoena signed by the Senate President:

- Mr. Edgar S. Acosta, President of Hi-Tone Construction & Development Corp.
- Ms. Marjorie O. Samidan, authorized managing officer of MG Samidan Construction
- Mr. Romeo C. Miranda, President of Royal Crown Monarch Construction & Supplies Corp.
- Ms. Ma. Roma Angeline D. Rimando. President of St. Timothy Construction Corporation
- Ms. Aderma Angelie D. Alcazar, President/CEO of Sunwest, Inc.
- Mr. Eumir S. Villanueva, President of Topnotch Catalyst Builders Inc.
- Mr. Mark Allan V. Arevalo, General Manager of Wawao Builders
However, undeniably, there are calls for Senate Pres. Chiz Escudero to also speak over his ties to a flood control project contractor — in which he tagged the issue as part of a “demolition job”. Criticisms against the Senate President came after he admitted that he received P30 million campaign donation from Centerways Construction, one of the flood control project contractors flagged by Marcos Jr.
