George Garcia, Comelec Chairman, Speaks on Officials Linked To Flood Control Deal Contractors
COMELEC – The Commission on Elections spoke on the liability of public officials who received campaign donations from government contractors.
Pres. Bongbong Marcos previously exposed the P545-billion spending of the government on flood control deals which he tagged as an “enormous” amount. His remarks followed a few weeks after he admitted during his 4th State of the Nation Address (SONA) that many flood control projects in the country are a failure.

Marcos Jr. even chided the government officials who may be taking advantage of government deals to pocket money from the public funds to be ashamed of themselves. In a press conference, the President also revealed that there are 15 contractors that were awarded with 20% of the total government flood control deals from July 2022 to May 2025.

Marcos Jr. found it significant that 20% of the P545-billion flood control projects of the government went to the same 15 contractors. Here are the companies flagged by the President during the press conference:

Furthermore, Pres. Bongbong Marcos also claimed that there are five (5) contractors which were awarded with government flood control deals in almost all regions around the country. According to the Chief Executive, his administration will investigate the following five (5) contractors:
- Legacy Construction Corporation
- Alpha & Omega Gen. Contractor & Development Corp.
- St. Timothy Construction Corporation
- EGB Construction Corporation
- Road Edge Trading & Development Services
Pres. Bongbong Marcos previously clarified that he’s not disappointed but he’s “angry” over the P55-million ‘ghost’ riverwall project in Bulacan. The province was also determined as the one with the most flood control deals funded by the government. Previously, Comelec confirmed that they are investigating three (3) senators who over alleged campaign donations from flood control project contractors. According to poll body chairperson George Garcia, the government contractor officials who may be found contributing to the campaign of election candidates may face imprisonment.

However, on the part of the public officials who received campaign donations from government contractors, based on a report on ABS-CBN News, Garcia admitted that they have yet to talk about it. According to the Comelec Chairperson, they are still on the part of determining the government contractors who donated to election candidates and has yet to reach the point of discussing about the liabilities of the public officials.
“Kung mismong ‘yung binigyan na tumatakbo ay liable, hindi pa po namin ‘yan nadi-discuss, wala pa po kami sa puntong ‘yan. Kinakailangang alamin lang muna natin gaano kadami yung nangongontrata sa pamahalaan na nagbigay sa kampanya ng mga kumakandidato, national man at local,” the Comelec Chairperson said.
Previously, following the press conference of the President, Senate Pres. Chiz Escudero admitted to receiving P30 million as campaign donation from Centerways Construction, one of the contractors flagged by Marcos Jr. However, SP Chiz Escudero considered his publicized link to the flood control project contractor as allegedly part of a “demolition job” against him.
