Statement of PNP Chief Nicolas Torre III on Police Promotion
PNP chief Nicolas Torre III said the Affidavits of Arrest is now required among cops who want to apply for promotion at work.
Following the mass courtesy resignation of the Cabinet secretaries, Pres. Bongbong Marcos picked Torre to be the new chief of the Philippine National Police (PNP). He succeeds former PNP chief Rommel Francisco Marbil whose extension of term of service was set to expire this July.

PNP chief Nicolas Torre III became more prominent when he became one of the key officials in the controversial arrest of former Pres. Rodrigo Roa Duterte last March 11. He also led the transfer of the custody of the former President to The Hague on the same day that he was arrested upon his arrival from Hong Kong. Then, he was the chief of the Criminal Investigation and Detection Group (CIDG).

Prior to Duterte’s arrest, Torre was also instrumental in the arrest of Kingdom of Jesus Christ founder and leader Pastor Apollo Quiboloy. There were at least five (5) police generals qualified to be the next PNP chief that Marcos Jr. choose from.

Pres. Bongbong Marcos challenged new PNP chief Nicolas Torre III to keep the police ranks clean and honorable. He also wanted the police visibility improved most especially in areas where safety is a concern. He wants the people to feel that the police are always ready to protect them.
Torre vowed that under his lead, the PNP will have a fair implementation of the law and will deliver swift service. He wanted his 3-minute police response program to be implemented nationwide. He also claimed that only the worthy police officers will have the key positions.
Recently, new PNP chief Nicolas Torre III talked about the “requirement” for police promotion. Based on a report on ABS-CBN, during his first flag-raising ceremony as the head of the PNP, Torre announced that the Affidavits of Arrest will be required for promotion.
“Ano ang resibo? Ang resibo ay affidavit of arrest. ‘Yon lang, very simple… Kung gusto niya mapromote — affidavit of arrest, isa sa mga ipapakita natin, isa sa mga ire-require natin,” he said.
Based on the report, speaking in front of the 230,000-strong police force, Torre stressed that there will only be no more crimes if there are no more criminal around, thus, he want them arrested. However, amid the challenging requirement for police promotion, Davao Mayor Baste Duterte previously slammed the appointment of Torre as PNP chief.
