ICC Cites Ronald dela Rosa, Bong Go in Rodrigo Duterte Drug War Case

ICC – The International Criminal Court has identified Senators Ronald dela Rosa and Bong Go, along with several former police and government officials, as alleged co-perpetrators in the case against former president Rodrigo Duterte in connection with the controversial anti-drug campaign.

Their names appeared in the public version of the Document Containing Charges submitted by the ICC Office of the Prosecutor on February 13, 2026. The document outlines accusations that from November 2011 to March 2019, Duterte and several key officials allegedly shared a plan to eliminate individuals suspected of involvement in illegal drugs through violent means, including killings.

According to the charges, this alleged plan began during Duterte’s time as mayor of Davao City and continued into his presidency. The document claims that police officers and other individuals were used to carry out operations targeting suspected criminals. Aside from Dela Rosa and Go, other officials mentioned include Vicente Danao, Oscar Albayalde, Dante Gierran, Isidro Lapeña, Vitaliano Aguirre II, and other members of the Philippine National Police and high-ranking officials. Camilo Cascolan, who was also named in the document, passed away in November 2023.

The ICC filing states that Duterte may be held criminally responsible under three main counts classified as crimes against humanity. These include killings in Davao City during his term as mayor, killings of so-called high-value targets during his presidency, and deaths and attempted killings linked to barangay clearance operations across the country. The charges suggest that he allegedly ordered, influenced, or supported those involved in carrying out these acts.

The confirmation of charges is scheduled for February 23, 2026. Duterte is currently detained at the ICC Detention Center in Scheveningen, The Hague, Netherlands, while the legal process moves forward.
