ICC Lawyer Atty. Kristina Conti Reaches Out to EJK Victims
ATTORNEY KRISTINA CONTI – An assistant counsel at the International Criminal Court (ICC) and legal representative for victims of former President Rodrigo Duterte’s war on drugs is urging individuals affected by extrajudicial killings to come forward. She encouraged them to participate in the case against Duterte, in line with the directive of the ICC Pre-Trial Chamber I.
In a post on X, Conti shared a document containing a press statement from the National Union of People’s Lawyers (NUPL) Philippines. The statement, titled “ICC takes initial steps to organize victims’ participation/Victims encouraged to submit views and concerns in Duterte’s ICC Case,” calls on victims to provide testimonies. They may share their views, concerns, or both as part of the legal process.
“We welcome the order of the ICC’s Pre-Trial Chamber I yesterday directing the Victims Participation and Reparations Section to suggest a process of application and registration of victims,” Conti wrote in her X post on Saturday, March 22.

She added that they are awaiting further instructions from the Court and the Registry’s Victims Section regarding guidelines. She expects victims to submit a signed application, a statement detailing their experience, identification documents, and other necessary requirements.
Conti concluded her post with the hashtag #DutertePanagutin, signaling a call for accountability.

Meanwhile, former Philippine President Rodrigo Duterte was taken into custody on March 11, 2025, at Manila’s Ninoy Aquino International Airport upon arrival from Hong Kong. His arrest was based on an International Criminal Court (ICC) warrant for crimes against humanity related to his anti-drug campaign. He was then transferred to ICC detention in The Hague on March 12, 2025.
Duterte made his initial appearance before the ICC via video link on March 14, 2025. A pretrial hearing is scheduled for September 23, 2025, to determine whether the prosecution’s evidence is sufficient for trial.
