Impeachment Complaint Filed Against Sara Duterte

SARA DUTERTE – The Vice President of the Republic of the Philippines is facing an impeachment complaint.

On December 2, civil society groups filed an impeachment complaint against Vice President Sara Duterte, accusing her of misconduct, corruption, and abuse of power. The complaint, endorsed by Akbayan Party-list Representative Perci Cendaña, was filed by advocacy groups, religious leaders, and families of victims of the Duterte administration’s Oplan Tokhang.

The complaint outlines several grounds for her impeachment, including culpable violation of the Constitution and graft. Specifically, Duterte is accused of misusing ₱125 million in confidential funds for the Office of the Vice President (OVP) in 2022 and over ₱650 million for the OVP and the Department of Education (DepEd) in 2023. The complaint also highlights her refusal to attend budget hearings, failure to account for funds, and misuse of ₱2.735 billion in confidential funds during her tenure as Davao City Mayor.

Additionally, Duterte faces accusations of bribery and illegal wealth accumulation, including amassing ₱111 million in personal accounts and failing to disclose assets in her official Statement of Assets, Liabilities, and Net Worth (SALN). The complaint also includes allegations of betrayal of public trust, such as abandoning her duties during Super Typhoon Carina and failing to condemn Chinese aggression in the West Philippine Sea.

Furthermore, the complaint lists other high crimes, including involvement in extrajudicial killings during her time as mayor, bribery, and protection of fugitive Pastor Apollo Quiboloy. Duterte’s public outbursts, psychological incapacity, and threats against high-ranking government officials are also cited.

The complainants argue that Duterte’s actions have eroded public trust and call for swift action from Congress to hold her accountable. Despite opposition from President Ferdinand Marcos Jr., who has discouraged the impeachment move, the civil society groups insist that immediate action is necessary to restore integrity in public office.
