HOW TO USE ONLINE TOOL FOR PHILHEALTH DATA BREACH DETECTION? – This article will teach you how to use this tool that was recently launched by the National Privacy Commission (NPC).

It was in September when a massive cyberattack targeted the Philippine Health Insurance Corporation (PhilHealth), which lead to the theft of personal data from potentially millions of individuals.

On Friday, the National Privacy Commission (NPC) has launched the online tool called “PhilHealthLeak Search Tool”. It is an online portal that allows PhilHealth members to determine whether their data was compromised in the cyberattack.

How To Use Online Tool For PhilHealth Data Breach Detection

According to the National Privacy Commission, the online portal was created by the NPC in alignment with its data protection responsibilities outlined in the Data Privacy Act of 2012.

Here’s how to use the online tool:

The first step is to visit the NPC-developed online tool by going to this website: https://philhealthleak.privacy.gov.ph .

At the bottom part of the portal, you need to enter your 12-digit PhilHealth Membership Identification number (excluding the dash) and click/tap “Search”. Once done, a message “Not in the leaked database” (as seen in the photo below) will appear if your data wasn’t compromised in the cyberattack.

Although this tool is useful for addressing data breaches, the privacy commission warned the public about its limitations. Below are the following key points:

  • Limited scope.  This tool only covers data released by the Medusa ransomware group on Oct. 5, 2023 and it doesn’t include all the leaked PhilHealth data or data from other breaches.
  • Inconclusive results. If your data is not found in the search, it doesn’t mean that the information has not been compromised.
  • Continuous updates. This tool will get regular updates as new information emerges.
  • Data privacy. The privacy commission assured the public that it is committed to safeguarding the data privacy of PhilHealth members in compliance with the Data Privacy Act, its Implementing Rules and Regulations, and relevant NPC directives.
