“Conspiracy of silence” is a phrase used to describe how a group of people acts. The group, which may be big or tiny, unanimously agrees not to talk about, acknowledge, or even bring up a specific topic. It may choose to remain silent out of a positive desire for group unity or out of a negative desire to avoid social rejection or political ramifications.
As opposed to an entire culture, the expression is used in more constrained political or social circumstances, which distinguishes it from avoiding a taboo subject. When used as a descriptor, the word might suggest weakness, favoring devotion to one social group over another, or dishonesty. Since 1865, it has been in use. It was initially used as a criticism of inattention.
