This expression refers to something that’s in the design or sketching stage. Large, flat desks known as drawing boards are used for designing or sketching objects. Their tops may be adjusted so that the users are comfortable. When people are still debating the viability of a project, an idea, or a design, it is said that it is still in the planning stages.
The initial planning phase begins when someone has a concept that might work. The plan develops from an idea, and at that point, individuals begin to think about its viability, either formally or informally. They look at the potential advantages of the plan and balance its advantages and disadvantages. They all get written down, and the concept is put on the drawing board. The idiom seems to have been created in the early 1700s, probably between 1715 and 1725.
