Senator Jinggoy Estrada: “Panahon na para solusyunan ang bagay na ito”
SENATOR JINGGOY ESTRADA — The senator is set to file a bill proposing the establishment of an online death verification system in the Philippines.
In order to help in the early detection and prevention of identity theft of those who have already died, the senator said that he’s set to file a Senate bill proposing the establishment of the Philippine Death Check (PDC) Register.
Under the said bill, the information shall be immediately uploaded with the PDC Register Electronic System once the death of a person is registered with the Local Civil Registrar (LCR).
“Sa maraming pagkakataon ay napatunayan sa maraming imbestigasyon na isinagawa ng Senado na nagagamit ang pangalan ng mga yumao na sa mga fraudulent payment claims, dayaan sa halalan at iba’t ibang uri ng panloloko,” the senator said in a statement. “Panahon na para solusyunan ang bagay na ito.”
The senator noted that syndicates and criminals are exploiting the lack of immediate access to data in order to carry out their fraudulent activities.
Also under the said bill, the Philippine Statistics Authority (PSA) shall ensure the integrity and security of the PDC by protecting its data from breaches and other modes of tampering for the purpose of committing fraud.

The said bill would also help the government purge the list of registered voters of names of those who have already died. Senator Estrada said that unscrupulous individuals have been using the list in order to manipulate the results of local and national poll exercises.
According to the senator, the said bill seeks to integrate and centralize the online death verification system by authorizing the Philippine Statistics Authority to give PhilHealth, the Commission on Elections (COMELEC), the Social Security System (SSS), Government Service Insurance System (GSIS), Home Development Mutual Fund (HDMF, also known as Pag-IBIG Fund), and Philippine Veterans Affairs Office (PVAO) immediate access to information.
The senator assured that the said bill will still strictly comply with the provisions of the Data Privacy Act of 2012 on the processing of personal information.
