On Tuesday, Manila Mayor Francisco Domagoso discouraged the public from selling and using firecrackers in the capital in order to welcome the new year, saying that authorities would go after those who would violate the policy against firecrackers.

For now, Moreno said that the local government was trying to be diplomatic by encouraging the public to use traditional noisemakers such as “torotot” and “kaldero”.

According to him, he’s trying to be understanding because he knew people wanted the holidays to be happy and fun, the way it was before, the way it used to be.

Moreno also said that the public should just save their money instead of buying firecrackers.

The Manila City government announced on Tuesday that Moreno signed an ordinance prohibiting the use of pyrotechnic devices and firecrackers.

Under Executive Order No. 52, the manufacture, distribution, sale, or use of pyrotechnic devices and firecrackers, and the conduct of community fireworks displays within the city were strictly prohibited.

According to Moreno, Manila Police District (MPD) members will conduct roving patrols across the city in order to observe and to ensure the implementation of the ordinance.
