Bulay appointed by Duterte as commissioner of Comelec
REY BULAY – The Manila chief city prosecutor has been appointed by President Rodrigo Duterte as Commission on Elections (Comelec) commissioner.
Presidential Spokesperson Harry Roque confirmed his appointment on Thursday, November 11.
“We are confident that Atty. Bulay will ensure the conduct of honest, orderly, credible, and peaceful elections,” Roque said.
Comelec is one of the three constitutional commissions of the Philippines. Its principal role is to enforce all laws and regulations relative to the conduct of elections in the Philippines. It is composed of one chairman and six commissioners.
Bulay is the seventh member of the commission and he is joining Comelec chair Sheriff Abas and commissioners Rowena Guanzon, Socorro Inting, Marlon Casquejo, Antonio Kho Jr., and Aimee Ferolino.
He would assume the position of former Commissioner Luie Tito Guia.
However, Bulay needs to be cleared by the Commission on Appointments before taking his official duties. After which, he will serve as commissioner and his term will end on February 2, 2027.
According to Abas, Bulay’s appointment is timely to the Comelec en banc especially now that the commission is in the midst of its preparations for the 2022 national and local elections.
Before he was appointed as Comelec commissioner, he served as Manila prosecutor. Aside from that, he was also a commissioner at the Presidential Commission on Good Government.
Bulay is one of the many Duterte appointees who graduated from San Beda College, where the president obtained his law degree.

Bulay has yet to issue an official statement with regards to his appointment as Comelec commissioner.
