DICT “VaxCertPH” mobile app was set to reportedly roll out in the coming weeks.
The Department of Information and Communications Technology (DICT) had recently announced that the mobile app and portal for “VaxCertPH” was currently up and running.
Yugatech reported that DICT’s “VaxCertPH” was ready to roll out nationwide after the training of LGU (local government unit) operators in the following weeks.
This occurred weeks after the World Health Organization (WHO) finalized the guidance and accompanying technical specifications for COVID-19 vaccination certificates on July 27, 2021.
Hence, the Department of Information and Communications Technology mentioned that the Philippines was among the early adopters of WHO COVID-19 vaccination certificate standards.
DICT Secretary Gregorio “Gringo” B. Honasan II said that the Department of Information and Communications Technology had already been working on the “VaxCertPH” portal and mobile app in coordination with the DOH (Department of Health) even prior to WHO’s issuance of the standards for COVID-19 vaccination certificates.
With the new guidelines, Honasan said that they will continue to improve upon the current system to comply with worldwide standards.
The Philippines’ “VaxCertPH” was developed by DICT for the Department of Health. According to DICT, “VaxCertPH” relied on the data submitted by LGUs through the “Vaccine Information Management System (VIMS)”.
Therefore, “VaxCertPH” was highly reliant on the quality of data collected in the VIMS.

Furthermore, the Department of Information and Communications Technology, following the directives of the Inter-Agency Task Force (IATF), focused on training operators or users from different LGUs on proper data entry in order to reduce the chances of data-related errors on the certification portal.
Meanwhile, the Department of Information and Communications Technology encouraged all LGUs to submit their respective Line Lists of vaccinated individuals through the “DICT Vaccine Administration System (D-VAS)” in anticipation of its plan to launch digital vaccine certificates.
The D-VAS was part of the VIMS, which LGUs can use in order to automate capturing of vaccinees’ information and to achieve more efficient and accurate data submissions to the VIMS.
Also, the Department of Information and Communications Technology urged LGUs who have yet to avail of the D-VAS to get in touch with any of DICT’s regional offices, the Department of Health, or the Department of the Interior and Local Government (DILG).
Based on the report, the roll-out of DICT’s “VaxCertPH” mobile app was expected in the coming few weeks.
