In an interview with AFP News, Yamato City official Masaaki Yasumi said that the number of people who were using their smartphones while walking had rapidly increased as well as the number of accidents in the densely-populated area had increased rapidly.

Yamato City official Masaaki Yasumi also said that the city government wanted to prevent the use of smartphones while walking in the streets, adding that it would be the first ban to be implemented in the city of Yamato in Japan once the bill was approved.

However, Yamato City official Masaaki Yasumi mentioned that there would be “no punishment” to those who violated the said ban as he was hoping that it would “raise more awareness about the dangers” present in the streets such as collisions and accidents. As per the report on GMA News Online, messages and posters that would inform its residents about the said ban would arrive once the said bill was approved.
