Authorities Arrest Curlee Discaya Over Alleged Misuse of Public Funds

CURLEE DISCAYA – The infamous contractor was formally arrested on Monday after authorities served a warrant against him in connection with alleged irregularities involving government flood control projects. The case involves charges of malversation through falsification of public documents, stemming from accusations that he participated in a kickback scheme linked to public infrastructure funds.

Discaya, who had already been detained at the Senate for several months, was placed under the custody of the Philippine National Police–Criminal Investigation and Detection Group (PNP-CIDG). Authorities completed standard booking procedures at the Senate, including taking his mugshot and fingerprints, before transporting him to Malolos, Bulacan, for the formal return of the warrant before the court.

The arrest warrant was issued by the Malolos Regional Trial Court and also included Discaya’s wife, Cezarah “Sarah” Discaya, along with nine other individuals. The charges are connected to an alleged anomalous flood control project in Calumpit, Bulacan. Earlier, the Office of the Ombudsman filed graft and malversation cases against Discaya and several others after an investigation into the reported misuse of public funds.

According to his legal counsel, Discaya was disappointed by the development, especially after cooperating with authorities and presenting his side throughout the investigation. His lawyer also noted that he is dealing with a physical condition related to a previous shoulder tendon surgery, which has left one of his arms supported by a sling.

Discaya’s legal troubles began gaining national attention in 2025 when the Senate Blue Ribbon Committee cited him in contempt during its inquiry into questionable flood control projects. He was accused of providing misleading information regarding the whereabouts of his wife during the investigation and has remained under Senate detention since then.

The case is part of the government’s broader effort to investigate alleged corruption and ensure accountability in the implementation of publicly funded infrastructure projects.
