One of those who were implicated in the supposed multi-billion flood control corruption is Zaldy Co — then a representative of Ako Bicol Partylist. He was reportedly out of the country already when contractors Curlee and Sarah Discaya accused him of allegedly receiving kickback from the flood control projects of the government.

The Discayas also tagged former House Speaker Martin Romualdez who maintained his innocence amid the corruption accusations against him. House Speaker Bojie Dy revoked the Travel Clearance of Zaldy Co and ordered him to return to the Philippines. However, instead of returning and facing the allegations against him, he resigned from being a member of the lower chamber.

Zaldy Co also recently claimed that Pres. Bongbong Marcos and former Speaker Romualdez allegedly ordered a P100-billion budget insertion in the 2025 national fund and supposedly got all the P56-billion kickback. According to him, it was allegedly Marcos Jr. who instructed him not to return to the Philippines.

According to Co, Romualdez has allegedly long warned him that he will shoot him if he will talk. He also claimed that the former House Speaker supposedly threatened him over the phone that they might hire someone to kill him if he returns to the country.

Amid the claim of the former House member, Ombudsman Boying Remulla stressed that the Philippine government is ready to provide protection to Co if he decides to return to the country. He claimed that Co was allegedly last seen in Japan.

Recently, Pres. Bongbong Marcos announced the issuance of arrest warrants against Zaldy Co and 17 others. According to him, the next step is the serving of the arrest warrants. He stressed that he will be the one to finish the flood control investigation which he has initiated.

Based on a post of News5 on social media, the PNP members under the Southern Police District attempted to serve the arrest warrant against Zaldy Co at his residence in Taguig. They went to Horizon Homes, Shangri-La in Bonifacio Global City over the matter.
