Fatal Shooting at General Tinio Solar Project Leaves Installer Dead

A solar panel installer was shot and killed while recording a heated argument inside a solar farm in Barangay Nazareth, General Tinio, on February 15, 2026.

The victim, identified as John Michael Magtuto, was reportedly filming a confrontation between two groups of workers when the incident occurred. According to police, the dispute started over complaints about a foul odor coming from a comfort room at the project site. What began as a minor concern quickly escalated into a serious conflict between the workers.

While documenting the intense exchange, Magtuto was suddenly shot, sustaining gunshot wounds to his stomach and leg. In a video that later circulated online, he could be heard calling for help as his coworkers gathered around him. He was initially rushed to a hospital in General Tinio, but due to the severity of his injuries, he was transferred to a medical facility in Cabanatuan City, where he later died despite efforts to save him.

Police identified the suspect as Florenz Pula y Bañez, 47, a driver and resident of San Juan, Pilar, Abra. Initial investigations revealed that Magtuto and his group were solar panel installers, while the suspect and his companions were subcontractors working on the same project. According to witness statements, Magtuto’s group reportedly approached the suspect’s team to address the issue. Authorities believe that, out of fear or panic, the suspect drew a gun and fired at close range.

After the shooting, the suspect fled the scene in a white Nissan Navara pickup truck driven by an accomplice. The vehicle was found abandoned the next day, February 16, in Santa Rosa, with empty bullet shells inside. Police are still determining whether the firearm was licensed and whether other individuals were involved.

Magtuto’s remains were brought to Quezon City and laid to rest on February 22. His family is calling for the suspect’s immediate arrest and has publicly shared his photo and the recovered vehicle details to seek help from the public. Authorities continue their manhunt and are preparing to file a murder case against the suspect.
