Administrative Case Filed Against Laguna SK Chairman Over Food-Handling Issue

MARK ADRIAN NAPIZA — An administrative case was first filed against the Sangguniang Kabataan (SK) chairman of Barangay Bubukal in Sta. Cruz, Laguna, before he eventually resigned from his post.

Sta. Cruz Mayor Benjo Agarao lodged the complaint, citing behavior that was considered damaging to the integrity of public service. The case was filed following recommendations from the Municipal Interior and Local Government Office and the Municipal Legal Office. A two-month preventive suspension was also recommended while the matter was under investigation to ensure a fair and impartial review.

The controversy began on February 15, 2026, when a video circulated online showing Napiza inserting his bare hands into a food steamer inside a convenience store and touching siopao and hotdogs being sold to customers. The video was originally posted on his own social media account. However, it quickly spread across various platforms and drew strong public criticism. Many people expressed disappointment, emphasizing that, as an elected official, he was expected to demonstrate better judgment, especially regarding public health and proper conduct.

Although he later deleted the video, copies had already been saved and widely shared. The incident gained national attention and was even reported by major news outlets. As public calls for accountability intensified, Napiza issued a public apology. He acknowledged his mistake, stated that he purchased all the food items he had touched, and personally apologized to the convenience store management. He also expressed his willingness to accept any consequences resulting from his actions.

On February 20, 2026, five days after the incident, Napiza formally stepped down from his position. In his resignation letter, he expressed gratitude for nearly eight years of service to the youth in his barangay. He explained that his decision to resign was a step toward taking responsibility and demonstrating self-discipline as a public servant. Even after leaving office, he stated his intention to continue supporting youth programs and initiatives in their town.
