NAPOLCOM Calls Out Man for Using Police Uniform as Costume

A man made headlines after wearing an actual Philippine National Police (PNP) uniform as a Halloween costume at a party in Makati City. The incident sparked strong reactions from the public and officials, who said it showed disrespect toward police officers and the uniform that symbolizes their service and pride.

National Police Commission (NAPOLCOM) Vice Chairperson and Executive Officer Rafael Vicente Calinisan condemned the act, saying that using a PNP uniform as a costume displayed a lack of respect for those who serve the nation. He stated that the man would be asked to explain his actions and could face charges for the improper use of a police uniform. Calinisan also pointed out that the man had cut off the sleeves of the uniform, making it look more like a mockery than a costume.

He explained that such behavior violates Article 179 of the Revised Penal Code and Republic Act No. 493, both of which prohibit unauthorized individuals from wearing or using official government uniforms, badges, or insignia. These laws aim to preserve the integrity and meaning of official uniforms. Photos of the man quickly spread across social media, sparking discussions about respect, accountability, and public awareness of the law.

The Philippine National Police also reminded the public that their uniform should never be used as a costume or for entertainment. PNP Acting Chief Lieutenant General Jose Melencio Nartatez Jr. emphasized that wearing a police uniform without authorization is an act of disrespect toward the organization and its members who wear it with honor and duty. He confirmed that an investigation had been launched to identify the man in the viral photo and determine if any laws were violated.

Later, the man appeared before NAPOLCOM and issued a public apology. He said he never intended to offend or disrespect the police and deeply regretted his actions. Because of his apology, NAPOLCOM decided not to pursue the case further. Calinisan said the incident should serve as a reminder for everyone to avoid using police uniforms as costumes and to always show respect to the men and women in uniform.
