Martin Romualdez Faces ICI Investigation on Flood Control Projects

MARTIN ROMUALDEZ — The former House Speaker and Leyte 1st District Representative appeared before the Independent Commission for Infrastructure (ICI) on Tuesday, October 14, to serve as a resource person in the ongoing investigation into alleged irregularities in government flood control projects. His appearance followed a subpoena from the commission requesting his insights on alleged “budget insertions” and his knowledge of infrastructure allocations during his tenure as House Speaker.

Upon arriving at the ICI headquarters in Taguig City, Romualdez briefly spoke to the media, stating that he was ready to share his knowledge about the budget process and the operations of the Department of Public Works and Highways (DPWH) projects. He stated that although he was not a member of the Bicameral Conference Committee, he would still provide all relevant information that could help uncover the truth and expedite the fact-finding process.

Romualdez expressed his gratitude to the ICI for the invitation, saying his attendance reflected his transparency and willingness to cooperate. He emphasized that he had nothing to hide and was prepared to clarify the issues raised against him. According to him, his participation demonstrated accountability and a commitment to truth, especially amid accusations that he and several lawmakers received kickbacks from flood control projects — claims he strongly denied.

He also pledged his full support for the ICI’s mission to promote integrity and accountability in public infrastructure spending. The commission is currently investigating reports of corruption and questionable fund allocations in several DPWH projects nationwide, which are allegedly linked to budget irregularities in the proposed 2025 national budget.

Romualdez assured that his cooperation aims to help the commission determine the facts objectively. He added that his presence serves as proof of his respect for the investigative process and his commitment to transparency, accountability, and upholding public trust.
