Congressman Marcoleta Slams Claims Linking Mother to Discayas
PAOLO MARCOLETA – The SAGIP Party-list Representative firmly denied allegations that his mother, Edna Marcoleta, has ties to contractors Sarah and Pacifico “Curlee” Discaya, who are currently under investigation for alleged irregularities in government flood control projects.
In a Facebook post on Sunday, September 28, Rep. Marcoleta clarified that his mother is not a co-owner or regular director of Stronghold Insurance, the company being linked to the Discayas. He explained that she only serves as an independent director — a position with no involvement in the company’s daily operations or business transactions.
Marcoleta emphasized that his mother has no substantial shares, no material ties, no role in sales or marketing, and no direct relationships with the company or its stakeholders. He maintained that there is no direct connection between his mother and any transactions involving Stronghold and the companies owned by the Discayas.

The controversy gained more attention after Rep. Marcoleta’s father, Senator Rodante Marcoleta, was accused of favoring the Discayas by pushing for them to be placed under the Witness Protection Program (WPP). Senator Marcoleta defended his actions, explaining that his concern was purely about ensuring their safety.

During a press conference on September 15, the senator said that the Discayas voluntarily came forward to give their statements, and if their lives were in danger, he would not wait for something tragic to happen, as it is his duty under the law to protect them.

However, Senate President Pro Tempore Panfilo “Ping” Lacson openly questioned Senator Marcoleta’s actions during a Blue Ribbon Committee hearing on September 23, asking why he appeared to be so protective of the Discayas. In response, Senator Marcoleta denied showing favoritism, stressing that his only role was to ensure that they apply for the WPP if they meet the necessary requirements.
