Ex-PNP Chief Torre Urged to Lead DPWH
NEXT DPWH SEC? – Attorney Jesus Falcis believes former Philippine National Police (PNP) Chief Gen. Nicolas Torre III should be appointed as the next Secretary of the Department of Public Works and Highways. In a post on X, Falcis argued that Torre has already proven himself to be a disciplined, hands-on, and no-nonsense leader—qualities that he believes are exactly what the DPWH needs.
Falcis highlighted Torre’s leadership in sensitive operations, such as the arrests of religious leader Apollo Quiboloy and former President Rodrigo Duterte. According to him, these high-profile cases required months of planning, careful execution, and fearless enforcement—showing Torre’s ability to handle difficult tasks with discipline and commitment.
He also cited Torre’s concrete accomplishments during his service. Among these were stricter enforcement of discipline in the police force, including a “no loitering” policy for officers in their offices, and ensuring a five-minute 911 response time. Torre also personally inspected offices and operations under his supervision.

Falcis compared Torre to Transportation Secretary Vince Dizon, noting that both leaders prefer working on the ground rather than staying behind desks. He argued that this “hands-on” style is exactly what is needed to reform the DPWH, a department often criticized for corruption, particularly in flood control and infrastructure projects.
According to Falcis, Torre’s leadership could support President Ferdinand “Bongbong” Marcos Jr.’s efforts to curb widespread corruption in projects often influenced by senators, congressmen, DPWH engineers, and contractors. He added that Torre’s presence at DPWH would ensure closer monitoring of ongoing projects and stricter inspections to prevent irregularities.

“The only way BBM can salvage the removal of General Nicolas Torre is if he appoints Torre to a position where he can be effective,” Falcis wrote. He strongly suggested DPWH, insisting that Torre would make a real impact there and help drive reforms forward.
Falcis ended his post by asking the public where they think Torre should be appointed, but he made it clear that, in his view, DPWH is where Torre’s discipline, leadership, and hands-on approach could create the greatest change.
