MONTHLY ALLOWANCE – A new bill filed in Congress seeks to provide a P1,000 monthly allowance to every Filipino student, from kindergarten to college.

A new measure seeking to provide financial support for Filipino students has been filed in Congress. Batangas 1st District Representative Leandro Legarda Leviste has proposed a bill that grants a monthly allowance of P1,000 to every Filipino student, from kindergarten to college. This was the very first bill he filed on the first day of his term, June 30, 2025.

House Bill No. 27 aims to address the rising cost of education-related expenses and promote better academic performance and school attendance. According to the proposal, all students—regardless of their economic background—will be eligible for the monthly aid.

The bill states that the allowance would help cover expenses such as food, transportation, and other educational needs, providing direct support to students and their families. To ensure smooth and equitable distribution across the country, the program will utilize digital cash transfers.

Recognizing the financial implications of the proposed initiative, the bill also outlines strategies for sustainable funding. It encourages seeking donations and other alternative sources of funding to maintain the program and expand its reach.

Representative Leviste, a former entrepreneur turned lawmaker, believes that this move will yield significant long-term benefits for the nation. “While this may come at significant cost, this bill is premised on the attractive returns of investing in the education of the next generation, through a program that would efficiently and directly benefit today’s students who are the country’s future taxpayers,” Leviste said.
