MMDA Clarifies That Moving Forward to Give Way to Ambulance During Red Light is Not a Violation of NCAP 

MMDA clarified that moving vehicles forward to give way to an ambulance during red light is not a violation. 

On Wednesday (May 28, 2025), the Metropolitan Manila Development Authority (MMDA) clarified that drivers who move their vehicles forward during a red light to give way to an ambulance will not be penalized under the No-Contact Apprehension Policy (NCAP). 

The statement was made after a video surfaced online showing an ambulance stuck in traffic. The vehicles in front did not move, reportedly due to fear of getting caught by the NCAP cameras and receiving a violation notice.

MMDA Chairman Don Artes explained that traffic violations captured on camera are manually reviewed before any ticket is issued. If it’s clear that a driver moved to let an ambulance or any emergency vehicle pass, no ticket will be sent. 

The agency assured the public that situations involving emergency response are taken into consideration. 

He added that drivers should not be afraid to act when emergency vehicles need a clear path. Public safety and quick emergency response take priority over strict traffic light rules in such cases.

This clarification comes as NCAP was reinstated on roads covered by the MMDA, following a green light from the Supreme Court. The policy aims to promote discipline among drivers through automated monitoring, but the MMDA stressed that common sense and public safety still guide its implementation. 

The MMDA encourages everyone to stay alert, drive responsibly, and always prioritize emergency vehicles on the road.

Hindi maiisyuhan ng citation ticket ang mga sasakyan na nasa ganitong sitwasyon. Nararapat lamang na magbigay-daan ang mga motorista sa mga emergency vehicles gaya ng mga ambulansiya, fire trucks, at iba pa.
