Spokesman of COMELEC Responds To Request of Pastor Apollo Quiboloy for Manual Recount of Votes
COMELEC – Following the request of Apollo Quiboloy for a manual recount of votes, the Commission on Elections called on the Pastor’s camp to follow the process.
Pastor Apollo Quiboloy who is currently detained in the Philippine National Police (PNP) Custodial Facility in Camp Crame, Quezon City is one of the senatorial candidates in the 2025 Elections. He is one of the senatorial candidates under the PDP-Laban, the political party of his friend, former President Rodrigo Roa Duterte.

Amid his detention, Pastor Apollo Quiboloy vowed to fix the Philippines if he wins senator in the 2025 Elections. His camp campaigned for him not only in the country but as well as abroad. A campaign billboard of Pastor Quiboloy was even spotted in New York.

Upon the request of the former President, the children of former Pres. Rodrigo Roa Duterte campaigned fervently for the PDP-Laban bets which included Pastor Quiboloy. Vice Pres. Sara Duterte even called on the Filipinos not to vote for the candidates of Pres. Bongbong Marcos. Amid the ongoing rift between them, the President endorsed the senatorial slate of the Alyansa Para Sa Pagbabago while she campaigned for the PDP-Laban bets, Senator Imee Marcos, and Las Piñas district representative Camille Villar.

However, based on the partial and unofficial results of the 2025 Senatorial Election, Pastor Apollo Quiboloy did not make it to the Top 12. He ranked 31st. Pastor Apollo Quiboloy requested for a manual recount of the votes in the senatorial elections. His camp clarified that it is allegedly not against the democracy but to ensure that the voice of the people is heard and to strengthened the democracy.

Recently, COMELEC reacted to the request of Pastor Apollo Quiboloy. Based on a report on GMA News, the poll body urged the camp of the Pastor to follow the process and file an election protest if they want a manual recount of the votes.
“Payo na lang po namin sa mga parties na nais magkwestiyon: you file an election protest, pumasok po tayo sa proseso,” COMELEC spokesperson Rex Laudiangco said.
Based on the report, COMELEC clarified that there are only two (2) grounds when a manual counting of votes might be held — when an election protest is filed or during random manual audit (RMA). The RMA is mandated under Republic Act 9369 or the Election Automation Law and the poll body has began.
Previously, Vice Pres. Sara Duterte claimed that Pastor Apollo Quiboloy said she must be the next president of the Philippines.
