Proclamation of Duterte Youth and Bagong Henerasyon Postponed
DUTERTE YOUTH and BAGONG HENERASYON – The Commission on Elections (Comelec) has postponed the proclamation of these two party-list groups due to unresolved legal cases filed against them. This announcement was made by Comelec Chairman George Garcia during a proclamation ceremony at the Manila Hotel Tent City on Monday, May 19, 2025.
Garcia explained that the Supervisory Committee recommended suspending the proclamation of the groups following petitions that involved serious allegations of election law violations. These petitions were submitted to the Clerk of the Commission and are currently under review. Given the gravity of the accusations, the National Board of Canvassers decided to delay their proclamation until a fair and swift resolution is reached.

Earlier that day, Garcia mentioned that two party-list groups would not be included in the day’s proclamation but did not immediately name them. He clarified that there is sufficient time to address the pending cases before the official start of the new congressional term on June 30.
The Comelec confirmed that Duterte Youth was set to occupy three seats, and Bagong Henerasyon was supposed to hold one seat in the House of Representatives. However, this will remain on hold until the legal matters are resolved.

For the 20th Congress, a total of 63 seats in the House of Representatives are reserved for party-list representatives. These seats will be filled by members from 54 party-list groups. Three of these groups will each have three representatives, while another three groups will each have two representatives. This allocation follows the 2% vote threshold outlined in the law and supported by the Supreme Court ruling in the Banat vs. Comelec case.
Chairman Garcia assured the public that the Comelec is committed to resolving these issues responsibly and in accordance with the law to uphold the integrity of the electoral process and ensure fair representation in Congress.
