Ramon Tulfo Reveals Chinese Businessman Was Killed Despite ₱160M Ransom Payment
RAMON TULFO – The veteran journalist and columnist revealed through trusted sources that a Chinese businessman, recently kidnapped in Pasay City, was killed along with his driver, despite his family paying a total of ₱160 million in ransom.
The victim, identified as Anson Que, was the owner of Elison Steel in Valenzuela. He was reportedly abducted while dining at a seafood restaurant along Macapagal Avenue. Despite his family’s efforts to save him—first by paying ₱60 million, followed by another ₱100 million—the kidnappers still took his life.
Tulfo expressed dismay over the incident, calling it a major embarrassment for the Philippine National Police (PNP), which he said failed to prevent the tragic outcome. He disclosed that the lifeless bodies of Que and his driver were found stuffed inside a nylon sack in Barangay Macabud, Rodriguez, Rizal. Their faces were covered with duct tape.

The authorities initially remained silent about the case. However, sources later confirmed that Brigadier General Elmer Ragay was removed from his position as head of the PNP Anti-Kidnapping Group and replaced by Colonel David Poklay. Meanwhile, Calabarzon Police Director Brig. Gen. Paul Kenneth Lucas declined to share further information.
The vehicle used by the victims—a Lexus LM350—was found abandoned in Barangay Bahay Toro, Quezon City, shortly after the kidnapping. Witnesses claimed it was left by two men wearing hoodies on the same day that Que and his driver were abducted.

The Filipino-Chinese community has expressed deep concern over this incident, especially as it follows another recent case involving a 14-year-old Chinese student who was kidnapped outside the British School Manila in February. The boy’s driver was killed, and one of the victim’s fingers was mutilated before he was eventually released.
Civic leader Teresita Ang-See confirmed the identities of the deceased and appealed to the public to refrain from spreading graphic images of the victims out of respect for their families.
