Viral Cop Apologizes and Vows to Stop Controversial Posts
VIRAL COP – A police officer who gained attention online for his social media posts regarding the arrest of former President Rodrigo Duterte has returned to duty, according to the National Police Commission (NAPOLCOM).
NAPOLCOM Commissioner Rafael Vicente R. Calinisan confirmed that Patrolman Francis Steve Fontillas reported back to the Quezon City Police District (QCPD) on March 20, 2025. Fontillas was reportedly emotional and deeply remorseful, expressing regret over his actions. He also committed to refraining from making seditious or inflammatory statements on social media.
“Pat. Fontillas reported to the QCPD yesterday, March 20, 2025. He was crying and extremely apologetic. Fontillas also promised not to post seditious comments and hate speech on his social media pages,” Calinisan stated.

Currently, Fontillas is undergoing administrative processing and has been placed under restrictive custody. Despite his return to work, the criminal and administrative cases filed against him by NAPOLCOM and the Philippine National Police (PNP) will proceed.
Calinisan emphasized that Fontillas’ administrative cases involve grave misconduct and behavior deemed inappropriate for a police officer. The commission aims to resolve the matter swiftly and fairly, as it will determine whether Fontillas remains fit for police service.

Meanwhile, the National Police Commission (NAPOLCOM) is the agency that oversees the Philippine National Police (PNP), ensuring that officers follow the law and serve the public with integrity. It creates policies to guide police work, handles complaints, and takes action against officers involved in misconduct.
NAPOLCOM also manages the hiring and promotion process to ensure that only qualified individuals join the force. Beyond that, it continuously evaluates police performance to improve law enforcement services. Under the Department of the Interior and Local Government (DILG), NAPOLCOM plays a vital role in keeping the police accountable and making sure they uphold their duty to protect and serve the community.
