5 LTO Enforcers Dismissed Over Farmer’s Arrest in Bohol
LTO – Five enforcers from the Land Transportation Office have been dismissed following a viral video that allegedly showed them using excessive force while arresting a farmer in Panglao, Bohol.
The incident, which spread rapidly on social media, involved Bert Velasco, the brother of a former Panglao vice mayor. In the footage, the enforcers were seen aggressively apprehending Velasco, with one officer even holding a knife and appearing to threaten him. The alarming nature of the arrest sparked public outrage, prompting immediate action from authorities.
During a press conference, Department of Transportation (DOTr) Secretary Vince Dizon confirmed the enforcers’ dismissal, effective immediately. He emphasized that public servants must fulfill their duty to serve the people and must not abuse their authority. “We are placed in these positions to serve, not to act as if we are above the law,” Dizon stated.

According to reports, Velasco was riding his motorcycle when he was stopped by LTO personnel. He resisted, explaining that he was a farmer carrying a bolo, a common tool for agricultural work. However, instead of handling the situation professionally, the enforcers allegedly used unnecessary force, leading to widespread condemnation.
Authorities have assured the public that further investigations will be conducted to prevent similar incidents in the future.

Previously, the Land Transportation Office (LTO) Region 7 responded to public outrage over the arrest of a farmer in Panglao, Bohol, during a checkpoint operation. In a statement, LTO 7 Regional Director Glen G. Alario acknowledged public concerns and expressed regret over the distress the incident had caused. He assured that the agency remains committed to safety, fairness, and upholding the law. However, in light of the controversy, LTO 7 has temporarily suspended law enforcement operations in Bohol and recalled its officers from the field while an investigation is underway.
