Raffy Tulfo Proposes Training Eagles to Protect Airports from Terrorist Attacks
EAGLES vs. DRONES – Senator Raffy Tulfo proposed an unconventional security measure during a Senate Committee on Public Services hearing: using trained eagles to protect airports from potential terrorist attacks. His suggestion was prompted by recent drone warfare incidents between Ukraine and Russia, raising concerns about the vulnerability of airports to similar threats.
Tulfo pointed out how easily someone could purchase a large drone, equip it with explosives, and fly it into an airplane or military facility. He questioned how authorities could prevent such an attack.
“Yung isang tao dito sa open category, bibili siya ng drone malaki. Kargahan niya ng bomba, granada, papaliparin niya sa airport natin, sa eroplano. Babanggain ‘yung eroplano or mayroon siyang specific target halimbawa sa military installation na papasabugin. So paano natin mapigilan yun?”

Billy Pascua, President and COO of TACTICS SOG Industries, Inc., acknowledged the risk but noted that counter-drone technology remains expensive. In response, Tulfo suggested that the Civil Aviation Authority of the Philippines (CAAP) begin training eagles to intercept unauthorized drones. He also proposed importing eagles from other countries if necessary.
“CAAP please mag-train na tayo ng mga eagles siguro. Marami tayong eagles di ba?” Tulfo said, “Mag-import tayo ng eagles sa ibang bansa,” he added. CAAP Division Head Captain Ian Michael Del Castillo agreed to explore the possibility, stating, “Yes, your honor. We’ll look into that.”

Meanwhile, Raffy Tulfo is a senator, broadcast journalist, and media personality known for his public service programs that address legal and social issues. He comes from the influential Tulfo family, with his brothers Ramon, Ben, and Erwin also being well-known media figures. Despite not finishing college, he built a successful career in journalism, starting in the 1990s with crime and investigative reporting.
