One of the biggest government agencies in the Philippines with millions of members is the Pag-IBIG Fund. Its members are coming from different walks of life as it not exclusive to certain groups of people unlike the state-run social insurance agencies in the country.
In fact, there are fields in the country that require an updated membership to the Pag-IBIG Fund. Among these fields are the following:
- government employees with GSIS coverage
- employees in the private sector who are 60 years old and below and on permanent, temporary, or provisional status
- land-based overseas Filipino workers (OFWs)
- self-employed individuals earning at least P1,000 per month up to 60 years of age
- sea-based OFWs

- Bureau of Fire Protection (BFP)
- Filipinos employed by foreign-based employers
The Pag-IBIG Fund is also open for voluntary memberships. Here are the fields where members usually opted for a voluntary membership to the government agency:
- non-working spouse of registered Pag-IBIG members
- pensioners, investors, and individuals with passive income
- religious group and leaders
- Filipino employees of foreign government or international organization
- public officials and employees without GSIS coverage
Members of the Pag-IBIG Fund submit a monthly contribution to the government agency to keep their accounts updated. This is one of the most important thing in the pursuit of qualification to the loans and services offered by the government agency.

In times of natural disasters, the government agency has readied a Pag-IBIG Calamity Loan for the members living and working in areas struck by a calamity. Aside from the loans offered by the government agency, the member may also withdraw his/her savings when maturity takes place after 20 years of posting contributions.
Also, there are cases when the Pag-IBIG Fund allows the withdrawal of savings like when a member is terminated from service due to health reason. He/She as well as the family may be needing the savings.

- Application for Provident Benefits (APB) Claim (1 Original)
- Pag-IBIG Loyalty Card/Loyalty Card Plus or one (1) valid ID of the member (1 Photocopy)
- Physician’s Certificate/Statement (With Clinical or Medical Abstract) (1 Original)
- SSS Employment History (as applicable) (1 Photocopy)
