The idiom “bell the cat” is based on the ancient Greek Aesop’s fable “The Mice in Council.” In the legend, mice convened a council to discuss how to escape the dangers posed by a cat. One mouse suggested putting a bell around the cat’s neck so they might be alerted when it is nearby. The mice all concurred that this was a wise strategy.

No one offered to carry out the risky task of mounting the bell on the cat, though, when it was asked. Even after spending considerable time discussing the proposal, they opted not to implement it when the risks became apparent.
