The earliest code of conduct was created between 1792-1750 C.E. by King Hammurabi of Babylon, but it was adopted by several countries over time. On August 17, 1955, President Eisenhower first introduced the code of conduct in America. It was passed on October 13, 1960, and revised in 1988 by the NASW Delegate Assembly. In order to make sure they supported and safeguarded human rights, it was initially taught to law enforcement authorities.

In India, a code of conduct was established to provide direction for political parties and candidates. It concentrated on their speeches, election day, manifestos, processions, portfolios, polling places, and behavior in general.
