This expression was first used to refer to the Christian God’s omnipresence and all-pervasiveness. In 1539, “The Great Bible” was used with that connotation.

Early in the 19th century, the phrase was first used to signify “everything considered,” which is its more modern interpretation. An early illustration can be found in the July 1829 issue of The Edinburgh Advertiser.
