The origin of this idiom is intriguing. The English Navy had a custom of using a whip with several ends to lash misbehaving sailors in the 18th century. The fact that this whip typically had nine endpoints earned it the moniker “the cat.”
So, after suffering a thrashing, other sailors would approach him and tease, “Did the cat get your tongue? ” while the poor sailor sulked or remained silent in a corner, making use of the whip. This was condensed over time to Cat got your tongue.
