BIR: “We are towards mandating the use of receipts electronically para wala nang mga papel.”
BIR — The Bureau of Internal Revenue said that it is piloting the use of an e-invoicing (electronic invoicing) system and issuance of e-receipts (electronic receipts) for select 100 large taxpayers.
BIR Commissioner Lilia Guillermo told veteran journalist Malou Mangahas in an interview on “The Mangahas Interviews” that the move will help them fast track the receipt and invoice for taxpayers and business.
“Yung mayroon pang mga may manual receipts, sabi nga, wala na yung validity ng five years, of course pwede pa iyan gamitin,” she said. “But kapag successful na yung pilot namin ng e-receipts and invoice, we are towards mandating the use of receipts electronically, para wala ng mga papel.”
According to Guillermo, the use of the e-invoicing system is expected to be expanded by 2023, but stressed that the tax bureau should be ready with the infrastructure needed in order to maintain such system.
To recall, it was last month when the tax bureau officially introduced a new electronic system that aims to make it easier for taxpayers to register and to pay taxes online.
GMA News Online reported that because of the clamor of some taxpayers, the tax bureau has earlier extended the validity of receipts and invoices, doing away with the five-year validity period.
The tax bureau said some taxpayers clamored that they incurred additional costs in printing new sets of manual invoices or receipts once the five-year validity already lapsed despite the remaining inventory of the said invoices and receipts.

Meanwhile, Guillermo revealed that the tax bureau is planning to go digital in their transactions in order to better serve taxpayers. To achieve this, Guillermo said that the tax bureau plans to train its workforce in order to make them digitally ready.
She also said that she wants to achieve 30 percent of the digital transformation projects in her first 100 days as BIR chief.
