President Duterte Appoints Karlo Nograles As New CSC Chairman

President Duterte appointed Karlo Nograles as the new CSC chairman.

PRESIDENT DUTERTE — On Monday, Malacañang said that the Philippine President appointed former Cabinet Secretary Karlo Nograles as the new Civil Service Commission (CSC) Chairman.

In a statement accompanied with a photo, Malacañang said that Nograles took his oath as the new CSC Chairman before President Duterte on March 7.

Nograles would serve as the new CSC chairman until February 2, 2029. Thus, his tenure would exceed the term of the next president, who will hold office until June 30, 2028.

Nograles has served as Cabinet Secretary since 2018 and became an acting presidential spokesperson in November 2021. He is also the co-chairperson of the COVID-19 task force (IATF) and executive vice president of the Cusi-led faction of PDP-Laban.

According to Nograles, three government posts that he previously held — Cabinet Secretary, presidential spokesperson, and IATF co-chair — were now vacant as a result of his new appointment.

Nograles didn’t answer questions as to who would replace him in those posts.

Prior to this, CSC Commissioner Aileen Lizada confirmed Nograles’ appointment on Monday as she sent a copy of Nograles’ appointment papers to Rappler.

The Omnibus Election Code (Batas Pambansa Blg. 881) prohibits any head, official, or appointing officer of a government office, agency, or instrumentality, whether local or national, including government-owned or controlled corporations (GOCCs), from appointing new employees, creating new positions, promoting or giving salary increases 45 days before an election and 30 days before a special election, except upon prior authority of the Commission on Elections (COMELEC).

Likewise, the same law states that the poll body can’t grant the authority sought for exemption “unless it is satisfied that the position to be filled is essential to the proper functioning of the office or agency concerned, and that the position shall not be filled in a manner that may influence the election”.
