CHED — On Wednesday, the Commission on Higher Education said that only fully vaccinated students and teachers would be allowed to join limited face-to-face classes.
In a virtual forum, CHED Executive Director IV Attorney Cinderella Benitez-Jaro said that only fully vaccinated teaching and non-teaching personnel should participate in the conduct of the limited in-person classes.
As to students, Benitez-Jaro said that only fully vaccinated tertiary students should participate in the conduct of the limited in-person classes.
Benitez-Jaro also stressed that fully vaccinated individuals were those who were at least two weeks past having received the 2nd dose of a two-dose vaccine or the 1st dose of a single-dose vaccine.
Meanwhile, unvaccinated students can continue remote learning.
“There is continuity of education. The education has not stopped because the Commission has issued the guidelines on flexible learning allowing online [and] offline modality of learning,” Benitez-Jaro noted.

Aside from this, Benitez-Jaro said that HEIs (higher education institutions) could automatically suspend face-to-face classes once their areas were placed under high alert levels or under granular lockdowns.
When asked about the resumption of contact sports in colleges, Benitez-Jaro said that CHED would need a request from athletic associations before granting collegiate sports activities.
CHED Chairman Prospero de Vera bared that at least 82.45% of HEI personnel in both private and public universities had been vaccinated against COVID-19 as of November 25. He, however, noted that all regions in the Philippines have vaccinated at least 70% of HEI personnel.
Meanwhile, Manila Bulletin reported that at least 45.91% of college students had been vaccinated against the virus.
