Isko Moreno On Candidate Substitution: “I hope someday it will be changed”

Presidential aspirant Francisco “Isko Moreno” Domagoso was hoping that candidate substitution in the Philippines will not be allowed in future elections.

Some political aspirants and parties in the Philippines have acknowledged fielding or being a “placeholder” to someone else ahead of the substitution deadline for the 2022 elections.

However, the country’s poll body said that it wasn’t enough basis to cancel their candidacy papers.

Commission on Elections spokesman James Jimenez said Wednesday that a mere declaration to the contrary “wouldn’t be sufficient to overcome the intention to run which is manifested in the verified certificate of candidacy (COC)”, adding that the lack of a bona fide intention to run in the elections needed to be proven.

Manila Mayor Isko Moreno said that he personally disliked the practice of changing candidates in the country. According to him, he didn’t believe that Filipinos deserved it.

Substitution, the law allows it, sad to say. I hope someday it will be changed. I don’t believe in that, kasi ang tawag mo diyan, tsinutsubibo tayo, fine ferris wheel, pinapaikot tayo, Filipinos don’t deserve it,” Moreno said.

Moreno’s comment came as many supporters of Davao City Mayor Sara Duterte were still hoping that the latter would change her mind and run for president instead in the 2022 polls.

Sara was seeking another three-year term as Davao City mayor as she filed her certificate of candidacy last October 2.

Moreno earlier said that he will not change his decision on running for president in the 2022 elections because the people needed “decisiveness” amidst the pandemic.
