Philippine National Police (PNP) chief Gen. Guillermo Lorenzo Eleazar recently gave his reaction on how his announcement on the implementation of “tiny bubbles” in NCR became the object of jokes and memes.
What started as his sincere announcement on the existence of “tiny bubbles” within the National Capital Region ended with a deluge of memes and jokes on social media — mostly in reference to a popular dance and song of the same title in the late 1960s.
However, Eleazar saw no problem on how his announcement became the object of jokes and funny memes on social media. In an interview over CNN Philippines, Eleazar said that this worked to their advantage because people would easily remember the concept.
According to Eleazar, the concept of “tiny bubbles” during the August 6-20 implementation of ECQ (Enhanced Community Quarantine) in the National Capital Region was based on the NCR-Plus Bubble which was implemented last March 2021 during the sudden upsurge of coronavirus cases.
Under the said concept, each of the 17 local government units (LGUs) in Metro Manila secured its own borders from outsiders in a bid to contain the spread of the Delta COVID-19 variant.

Manila Bulletin reported that the border security in each of the 16 cities and the town of Pateros in Metro Manila was on top of the bigger border control points in the entry points of NCR.
Eleazar explained that those LGUs in Metro Manila became “tiny bubbles within the large bubble of Metro Manila”.
According to Eleazar, it’s good that this was being talked about because Filipinos would easily remember that they couldn’t go out of the said bubble unless a person was a Worker-APOR (Authorized Person Outside Residence).
And those tiny bubbles would be in effect until August 20 when the Enhanced Community Quarantine was expected to be lifted — unless ECQ was extended in the region.
