QUARANTINE CLASSIFICATION — Here are the areas in the Philippines classified to enforce MECQ, GCQ, and MGCQ starting April 12, 2021.
On Sunday, Presidential spokesperson Harry Roque announced that the Inter-Agency Task Force placed NCR Plus (Metro Manila, Bulacan, Cavite, Laguna, and Rizal) under MECQ (Modified Enhanced Community Quarantine) from April 12 to April 30, 2021.
Also, Santiago City, Quirino province, and Abra will be placed under Modified Enhanced Community Quarantine.
In addition, Cordillera Administrative Region (CAR), Batangas, Cagayan, Davao City, Iligan City, Isabela, Lanao Del Sur, Nueva Vizcaya, Quezon province, and Tacloban City will be placed under GCQ (General Community Quarantine) from April 12-30, 2021. Moreover, the rest of the country will remain under MGCQ (Modified General Community Quarantine).

For MECQ-NCR Plus, Roque said that dedicated COVID-19 beds in quarantine, isolation, and health facilities must be increased through the joint effort of the Department of Health (DOH), the Metropolitan Manila Development Authority (MMDA), the Department of Education (DepEd), and the Department of Public Works and Highways (DPWH).
Also, Roque said that there must be an adequate number of complementary health human resources, COVID-19 dedicated beds, and well-coordinated triage and referral systems in place at the local government units (LGUs), quarantine and isolation facilities, and health facilities.
“Hospitals must also be decongested through the partnership of hospitals with temporary treatment and monitoring facilities / step-down facilities for mild/moderate care or home care, provided there is proof of capacity to do adequate quarantine/isolation,” Roque said.

According to Roque, local government units in the NCR Plus were likewise enjoined to set-up their respective local “telehealth triaging systems” equipped with sufficient medical personnel available to give immediate medical and patient referral advice.
In addition, Roque said that the Philippine Health Insurance Corporation (PhilHealth) must ensure the continued responsive and timely payment of reimbursement claims for COVID-19.
Meanwhile, Roque said that he will be discussing the differences between ECQ (Enhanced Community Quarantine) and MECQ (Modified Enhanced Community Quarantine) during his regular press briefing on Monday, April 12, 2021.
