CSC: Civil Servants May “Earn Credits” From Participating In Online Courses

The Civil Service Commission (CSC) on Tuesday said that civil servants may “earn credits” from participating in online courses.

The Civil Service Commission reminded civil servants — government employees and officials — that training hours earned from participating in online courses may be considered or credited in order to satisfy the training requirement in the Qualification Standards.

In a statement issued last February 23, the Civil Service Commission encouraged government employees and officials to take advantage of online learning despite the COVID-19 situation in the Philippines.

Aside from improving their work competencies, the Civil Service Commission said that government employees and officials would also be able to earn credits as long as the “training acquired is relevant to the position to be filled” as certified by CSC’s Human Resource Management Officer.

Under CSC Resolution No. 2100190 or the “General Guidelines on Digital/Online Learning in the Public Sector” promulgated last February 17, 2021, agency heads may implement, adopt, or avail of any or a combination of four digital or online learning modalities: eLearning, microlearning modules, blended learning, and webinars and other synchronous learning approaches.

The CSC Resolution No. 2100190 would take effect on March 10, 2021, “but will be applied retroactively” to online learning attended since March 16, 2020 – provided that guidelines were met.
