PAGASA issued flood advisories for river basins in Cagayan, Pampanga, and Bicol Region due to “Ulysses”

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) had recently issued flood advisories for river basins in Cagayan, Pampanga, and Bicol region ahead of the landfall of Tropical Storm “Ulysses”.

According to PAGASA, Flood Bulletin No. 5 was issued for the Cagayan River Basin because of the projected moderate to heavy rains in the next 12 hours.

In addition, the Middle and Lower Cagayan Rivers and their tributaries remained “above alarm level” because of threats of flooding over low-lying areas in Cagayan and Isabela.

PAGASA advised residents living near low-lying areas – particularly those adjacent to and along the affected rivers – to remain alert against possible flash floods and landslides.

According to PAGASA, Flood Advisory No. 2 was issued for the Pampanga River Basin because of the slow to gradual increase of the Upper Main Pampanga River and its eastern major tributaries — Digmala, Coronel, Penaranda, Santor, Angat Rivers — that might occur starting Wednesday afternoon.

Also, the slow to gradual rise of rivers/tributaries Abacan, Pasig-Potrero, Porac-Gumain within the Pasac-Guagua sub-basin were likely to follow in the evening.

PAGASA also said that Tropical Storm “Ulysses” was likely to cross the landmass near or over the southern end of the Pampanga River Basin starting Wednesday through Thursday based on the latest cyclone track.

In anticipation of the said scenario, moderate to heavy rains were likely to occur over the basin starting at the eastern sections beginning Wednesday afternoon.

PAGASA also warned of possible rain-induced flash floods and landslides at the western slopes of Sierra Madre mountains – particularly in the eastern part of Bulacan, eastern part of Nueva Ecija, and Pampanga-Tarlac area.

Moreover, PAGASA had issued the Flood Bulletin No. 1 for Bicol River Basin on Wednesday morning because of possible flooding in urban areas with poor drainage systems and in low-lying areas.

As of 9:00 a.m., flooding was already occurring near Ombao Bicol River, while a rapid increase of water level was observed at the Quinali River.

A gradual increase in water level was also observed in Barit/Iriga River, Lake Buhi, and Sipocot River, while the slow rise in Camaligan Bicol River, Lake Bato, and Balongay Bicol River were also threatening low-lying areas.

On Monday, Malacañang said that President Rodrigo Duterte was “most likely” to place three typhoon-hit regions under a state of calamity.
