Former executives of Cagayan De Oro City Water District (COWD) were fined PHP 5,000 each by the Sandiganbayan over an illegal water supply contract.
This, after former COWD executives were being charged with graft by the Office of the Ombudsman in connection to a PHP 193 million water supply contract.
In two separate decisions dated Jan. 24 and 25, respectively, the court’s 2nd Division sentenced former COWD executives guilty of the lesser offense of violation of the Code of Conduct and Ethical Standards for Public Officials and Employees: former COWD chairman Francisco Mendez, secretary Raymundo Java, treasurer Sarah Borja, and assistant secretary/treasurer Sandy Bass, Jr.
The four executives were sentenced after they withdrew their “not guilty” pleas to graft and upon entering “guilty” pleas to the lesser offense.
Previously, the Office of the Ombudsman, under Conchita Carpio-Morales, found probable cause against former COWD executives and private individuals in 2018 for an illegally negotiated contract between Cagayan De Oro City Water District and Rio Verde Water Consortium, Inc. that entered into in 2005.
The court ordered the release of the bail bonds of the accused — the former COWD executives — as well as lifting of the hold departure orders issued against Francisco Mendez, Raymundo Java, Sarah Borja, and Sandy Bass, Jr.
