Since the 1700s, the expression has been in use. It probably dates from a time when there was no other means for humans to tell the time. They would say it to indicate a specific period of time. It was frequently used as a wayfinding device. “We will leave at first light.”
The world is lighted as soon as the sun rises above the horizon. It was the first light of the day, and nighttime driving was difficult to see where you were going until there was electricity. The start of the day is still indicated by it.
